The CSULB Climate Action Plan establishes our goal to mitigate our greenhouse gas emissions from scopes 1, 2 and 3 in order to achieve climate neutrality by the year 2030.

The CSU has established the following system wide goals in the 2014 CSU Sustainability Policy:

The CSU will strive to reduce facility GHG emissions to 80 percent below 1990 levels by 2040. Campus tracking and reporting of their GHG inventory will be grounded in the American College and University President’s Climate Commitment guidelines or equivalent, with consideration to campus requested improvements. Metrics will include GHG emissions per FTE.

1. All future CSU new construction, remodeling, renovation, and repair projects will be
designed with consideration of optimum energy utilization, low life cycle operating costs,
compliance with all applicable energy codes (enhanced Title 24 energy codes) and
regulations. In the areas of specialized construction that are not regulated through the current
energy codes, such as historical buildings, museums, and auditoriums, the CSU will ensure
that these facilities are designed to consider energy efficiency. Energy efficient and
sustainable design features in the project plans and specifications will be considered in
balance with the academic program needs of the project within the available project budget.

2. Capital Planning, Design and Construction in the Chancellor’s Office shall monitor building
sustainability/energy performance and maintain information on design best practices to
support the energy efficiency goals and guidelines of this policy. The sustainability
performance shall be based on Leadership in Energy and Environmental Design (LEED)
principles with consideration to the physical diversity and microclimates within the CSU.

3. The CSU shall design and build all new buildings and major renovations to meet or exceed
the minimum requirements equivalent to LEED “Silver.” Each campus shall strive to achieve
a higher standard equivalent to LEED “Gold” or “Platinum” within project budget
constraints. Each campus may pursue external certification through the LEED process.

CSULB's overall strategy to reduce energy-related GHG emissions will involve eliminating energy waste, improving the efficiency of all energy consuming systems, incorporating net zero energy measures in all new construction, and transitioning to alternative renewable sources of energy as we phase out the use of fossil fuel based energy sources.

1. All CSU buildings and facilities, regardless of the source of funding for their operation, will be operated in the most energy efficient manner without endangering public health and safety and without diminishing the quality of education and the academic program.

2. All CSU campuses will continue to identify energy efficiency improvement measures to the greatest extent possible, undertake steps to seek funding for their implementation and, upon securing available funds, expeditiously implement the measures.

3. The CSU will cooperate with federal, state, and local governments and other appropriate organizations in accomplishing energy conservation and utilities management objectives throughout the state; and inform students, faculty, staff and the general public of the need for and methods of energy conservation and utilities management.

4. Each CSU campus will designate an energy/utilities manager with the responsibility and the authority for carrying out energy conservation and utilities management programs. The Chancellor’s Office will have the responsibility to coordinate the individual campus programs into a system wide program.

5. The CSU will monitor monthly energy and utility usage on all campuses and the
Chancellor’s Office, and will prepare a system wide annual report on energy utilization and greenhouse gas emissions. The Chancellor’s Office will maintain a system wide energy database in which monthly campus data will be compiled to produce system wide energy reporting. Campuses will provide the Chancellor’s Office the necessary energy and utility data, such as electricity and natural gas consumption; water and sewer usage; fuel consumed by fleet vehicles, boats, and ships; waste disposal for the system wide database in a timely manner.

6. Each CSU campus is encouraged to develop and maintain a campus wide integrated strategic energy resource plan, which will include tactical recommendations in the areas of new construction, deferred maintenance, facility renewal, energy projects, water conservation, solid waste management, and an energy management plan. This plan will guide the overall energy program at each campus.

minimize the volume of trash sent to landfill or incinerators; (2) participate in the CalRecycle Buy-Recycled program or equivalent; and (3) increase recycled content purchases in all Buy Recycled program product categories.

3. Campuses shall continue to report on all recycled content product categories, consistent with PCC § 12153-12217 and shall implement improved tracking and reporting procedures for their recycled content purchases.

In pursuit of the target water reduction goal of 20 percent called for by Governor Jerry Brown, CSULB developed a Water Action Plan.

CSULB WATER ACTION PLAN
1. Perform a comprehensive water use audit.
2. Adopt and implement applicable best management water use practices for all campus
operations.
3. Identify opportunities to use reclaimed in place of potable water.
4. Implement low cost quick payback projects immediately.
5. Identify, plan, and phase implementation of high cost capital projects.
6. Develop a communication plan to encourage campus wide water conservation.
7. Collaborate with faculty and students on water related courses and projects.
8. Share best practice with campus auxiliaries and provide technical support to help develop water and implement conservation projects.
9. Strengthen partnerships and increase collaboration with local water utility and regional water agencies to support CSULB water initiatives.
10. Plan future campus development for water resiliency.

All CSU campuses will pursue water resource conservation to reduce water consumption by 10 percent by 2016, and 20 percent by 2020 including such steps to develop sustainable landscaping, install controls to optimize irrigation water use, reduce water usage in restrooms and showers, and promote the use of reclaimed/recycled water. In the event of a declaration of drought, the CSU will cooperate with the state, city, and county governments to the greatest extent possible to reduce water use.

CSULB's Faculty and Staff Diversity Plan articulates four key action areas for augmenting current program and principles. Sample objects for each of these Action Areas include:

1. Education and Training

- Expand diversity content in the current faculty recruitment and hiring workshops and training sessions provided by the Office of Faculty Affairs and the Office of Equity and Diversity.
- Design, provide, and require an on-line faculty diversity recruitment/hiring module for search committee members, department chairs, and associate deans.

2. Recruitment

2a. Expanded Faculty Recruitment Initiative
- Hire candidates who can articulate a commitment to, or demonstrate expertise in, effectively educating a diverse student population. Examples of commitment and expertise might include teaching, research, creative activity, or community service in low-income communities or at minority-serving institutions.

- Where appropriate, departments will be encouraged to design tenure-track position descriptions that define the area(s) of teaching and scholarly emphasis in broad terms, potentially attracting a more diverse applicant pool.

2c. Meetings with Search Committees
- The AVP for Faculty Affairs and the Director of the Office Equity and Diversity will meet with each dean and the corresponding search committees to discuss recruitment issues and challenges related to the discipline, further develop the Recruitment and Advertising Plan, and discuss additional ways to enrich the diversity of the applicant pool.

2f. Staff and Administrator Recruitment
- Staff Human Resources will maintain a resource directory of websites and links to professional organizations designated to women and people of color.The directory will be updated and provided to hiring managers on a regular basis.

3. Retention and Campus Climate
- Exit Interviews for Faculty: The Office of Faculty Affairs will implement an exit interview process for faculty who elect to leave CSULB. Departing faculty will have the option of speaking to someone other than a University administrator.
- Expanded Exit Interview Process for Staff and Administrators: The current staff and administrator exit interview program, facilitated by Staff Human Resources, will include questions pertaining to campus climate and diversity on campus. Data will be analyzed and shared with University leaders in an effort to identify patterns and address particular concerns.

4. Assessment
- The Office of Institutional Research will gather, annually, campus data specific to the strategic plan for further diversifying the faculty, including comparing campus data to national data from sources that provide information specific to faculty hiring and demography (e.g., National Opinion Research Center that records annual Ph.D.s granted per discipline, by race and gender and Collaborative on Academic Careers in Higher Education that surveys PhD candidates and tenure-track faculty in the U.S.) .

Physical Plant Management
1. Each campus shall operate and maintain a comprehensive energy management system that will provide centralized reporting and control of the campus energy related activities.

Often the term sustainability is associated primarily with the environment. Although the environment is an important dimension of sustainability, a more complete definition includes additional aspects.

Sustainability consists of three elements:

Our natural world, the environment and natural resources - The endowment of renewable and non-renewable resources is critical to sustaining life on the planet.

The community and social structures - Respect for the cultures and social values that exist around the world is a fundamental dimension of sustainability.

Economic systems - These systems produce the goods and services necessary for survival and must be included when considering the full dimension of sustainability and sustainable development.

Sustainable solutions must include all of these dimensions.

Consideration of the future is also a key element of sustainability. The basic idea behind sustainability is that the current generation can meet its needs without compromising the ability of future generations to meet their needs (Brundtland Report, 1987). There are other considerations depending on the perspective of the person defining the term. For example, economists will include an element that addresses the efficient allocation of scarce resources with inter-generational considerations while an ecologist would frame the discussion in terms of temporal ecosystem functions, biodiversity, or resiliency. Regardless of the discipline, all decisions made around the world today should consider how to implement sustainability in practice.
