The buildings are built/retrofitted through CPD. Code officials permit the building per indoor air qualitiy regulations. FSO keeps the buildings operating normally and indoor air quality is assumed to be normal unless otherwise noted (symptomatically or mechanically). EMHS respond to complaints only. EMHS can test for some limited items (humudity/temp/co2) but professional vendors are contracted for larger investigations.
