Does campus dining operations offer discounts to customers who use reusable mugs instead of disposable cups in to-go food service operations?:
Yes

A brief description of the reusable mug program:

Different dining vendors around the campus are currently implementing their own reusable beverage cup programs. There are also compostable cornstarch cups in use around the campus. There is no University-Wide standard requiring use of the cornstarch cups, however, compostable serve ware and utensils are available as an option in University Catered Events.
