Notice to all offerors: Changes to the "In-State Preference" law were passed during the Special Legislative Session in October 2011 and signed into law by Governor Susana Martinez.

Offerors wishing to receive the 5% New Mexico Resident Preference or the 10/8/7% New Mexico Resident Veterans Preference advantage as applicable per NMSA 13-1-21 and 13-1-22 must submit a valid New Mexico Resident Business / Contractor / Veteran Business / Veteran Contractor preference certificate with their sealed response. The "In-State Preference" documentation required to request Resident Preference may be obtained from the State of New Mexico Taxation and Revenue Department.
