A brief description of the policy:

Columbia University has developed an Idle-Free Campaign to help meet the NYC and Columbia University’s goals around clean air, greenhouse gas reductions, noise reduction, and efficient resource use. Simply, the goal of the Idle-Free Campaign is to raise awareness of the NYC anti-idling law and educate the community.

According to the NY Admin Code 24-163, it is illegal to idle a non-emergency motor vehicle for more than three (3) minutes. Idling of Vehicle Engines is prohibited on Columbia’s campuses. No Engine Idling: No person shall cause or permit the engine of any vehicle, other than a legally authorized emergency motor vehicle, to idle for longer than three (3) minutes while parking, standing, or stopping unless the engine is being used to operate a loading, unloading, or processing device. Fines may be applied if caught idling in the grove area (Morningside Campus loading area). The penalties for such a violation range from $250 to $2000.
