A brief description of the LCCA policy(ies) and practice(s):
The college, which is well over 230 years old and intends to exist in perpetuity, has the broad objective of building and maintaining efficient facilities that are durable and resilient. Accordingly, the college assesses facilities related decisions based on the Total Cost of Ownership (TCO), utilizing a Life Cycle Cost Analysis (LCCA) that is based on the useful life of interior finishes, exterior finishes and MEP/HVAC systems. The TCO assessment includes all resources required for asset renewal and routine maintenance, including utilities and preventative maintenance expenses. The strategic importance of this LCCA discipline cannot be over-emphasized , since the college is operating in an environment of high need but scarce resources.
The college employs a similar discipline when prioritizing Climate Action Plan (CAP) projects, establishing ROI and payback parameters based on LCCA of CAP projects compared to annual utility savings. The college also determines the environmental ROI of projects, based on the life cycle of the initiative and the annually mitigated MTCO2e. Using these data points, the $/MTCO2e over the course of the life cycle of the project is assessed and used for comparative analysis and prioritization.
