Article IX, Section 9 of the NC State Constitution requires that the General Assembly shall provide that “the benefits of The University of North Carolina and other public institutions of higher education, as far as practicable, be extended to the people of the State free of expense.”
That constitutional mandate encourages a working compact among the state’s elected officials, taxpayers, and the University to deliver the University’s multifaceted mission at the highest levels of quality in a cost-effective manner without regard to a student’s ability to pay.

A brief description of the institution’s programs to guide and prepare students and families from low-income backgrounds for higher education:
The Office of Undergraduate Admissions work closely with all students who has shown an interest in attending ECU especially those from low-income backgrounds. We offer the following programs for students to learn more about the college process:
Daily tour visits - includes an info session and a guided tour by an ECU Pirate Navigator
Fall Open House- learn about majors, scholarships, financial aid and the admissions process
MADE at ECU - Multicultural Appreciation Day Experience- This day is design for students of color and low income backgrounds to learn more about ECU through meeting with current students, faculty and staff. We also work closely with our campus partners who offer on-campus programs for this population of students.
We work closely with School Counselors who has identified students in need of additional assistance with the application process.
Our current students return to their home towns and share their college experience as well as admissions information.
We provide sessions within in school districts that target this population. In most cases we bring financial aid and other campus partners along to share with the families.

A brief description of the institution’s targeted outreach to recruit students from low-income backgrounds:
The Office of Undergraduate Admissions works closely with our territory managers (recruitment team) School Counselors, alumni, campus partners and community base groups to identify potential applicants from this back ground. We provide the students with information about applying and paying for college. These applicants most, of the time, are from our underrepresented population as well. We work closely with the groups by pairing them up with current students who shares their college experience with them via a phone call or email exchange. We also study the demographics within our applicant pool to determine where these student may be, so that we can provide additional assistance in those areas.
We have targeted communication (email or mailer) for this population of students. They receive information from time of application to decision on how to complete the application and pay for college.

While there is an onsite child care facility, called the Nancy W. Darden Child Development Center, it is not intended to subsidize or provide financial support to help meet the child care needs of students. The NWD Child Development Center is an early childhood model training facility for the Department of Child Development and Family Relations at East Carolina University.
