Does the institution use a centralized energy management system that allows it to track energy consumption and performance in multiple buildings in a central location?:
Yes

A brief description of the management system:

Georgia Tech has building automation and tracking systems in most of the buildings on campus. One example of how Georgia Tech is implementing smart building technology, using a combination of sensors and energy pricing, is available in a Real Time Pricing Article published in ASHRAE's magazine. See the Van Leer Case Study link on the referenced webpage.

The percentage of building space monitored with a centralized energy management system:
80

A description of what systems are shut down during unoccupied periods:

While the vast majority of buildings on campus have building automation systems (BAS), they have been installed overtime and integrated to varying degrees based upon when the various building systems were installed and the features that could be integrated into the BAS. In general, temperature setbacks are performed during unoccupated periods. Reduced speeds on vans and pumps are also implemented, where possible, during unoccupied periods.
