Does the institution seek to support historically underutilized businesses, minority-owned businesses, and women owned-businesses?:
Yes

A brief description of how the institution meets the criteria:

The University develops an annual SWaM plan which outlines all of the efforts and outreach that we conduct to support HUB, and SWaM (Small, Woman Owned and Minority Owned) businesses. We do not conduct set aside procurements, however, through subjective evaluation of RFP's and awards through IFB's, vendors can get additional points if they are qualified as a SWaM vendor per the Commonwealth of Virginia standards.
