The Governor's Small Purchases Executive Order BJ 2010-16 requires the inclusion of both Small Entrepreneurship and Veteran and Service-Connected Disabled Veteran Owned Small Entrepreneurships to be include in solicitation opportunities.

In the past, Minority and Women Owned Business (MBE/WBE) were granted preferential treatment with a portion of government contracts designated for award to such vendors. However, in January 1996, Governor Mike Foster signed an order ending this specific program. More recently, Act 440 (from the 2006 Louisiana Legislature) created the Small Entrepreneurship (i.e., Hudson Initiative) in order to provide additional opportunities for Louisiana based small entrepreneurships to participate in contracting and procurement with the state of Louisiana. In addition, Act 167 (from the 2009 Louisiana Legislature) created a similar program named the Louisiana Initiative for Veteran and Service-Connected Disabled Veteran-Owned Small Entrepreneurships (i.e., the Veteran Initiative). This initiative was created to provide additional opportunities for Louisiana based veteran and service connected disabled veteran-owned small entrepreneurships. In summary, neither the Hudson Initiative nor the Veteran Initiative has set-aside requirements at this time.
