The Commonwealth of Virginia and Old Dominion University have established expenditures goals with small, woman-owned and minority-owned businesses. Progress towards these goals is measured on a quarterly basis to determine what percentage of University expenditures are being spent with small, woman-owned and minority-owned businesses.
