Penn State also reported 6,320 FTE distance education students enrolled during FY15/16. These students are reported separately as World Campus students, and are not included in the University Park campus FTE and headcounts given above. For that reason we do not include them in the distance education reporting field above, as doing so would result in an incorrect calculation of Weighted Campus Users by STARS.
Counts of students and employees are based on the Fall 2015 snapshot, which was deemed to be most consistent with the FY15/16 and calendar year 2016 data upon which our STARS report is based.
FTE of employees was estimated by using full-time and part-time non-student headcounts from the Penn State Fact Book, and assuming that part-time and "casual" workers are 0.625 FTE.
Number of residential employees was not available; assumed zero because likely very small.

Count of academic departments includes departments, and colleges and schools that lack departments (e.g., Law, Nursing); these were each counted as one department. Programs were not counted, however many of these - which cross departmental and even college boundaries - fall into the sustainability realm.
