Carbon Dioxide Shadow Pricing Tool - An Internal Carbon "Tax"

A brief description of the innovative policy, practice, program, or outcome:

When evaluating whether to undertake a more energy efficient design or technology, the Facilities Department calculates the net present value (NPV) of all the costs associated with the proposed efficient system over the course of its estimated life, and compares this value to the NPV of the baseline system. The university will usually select the system with the lowest NPV. The costs in the NPV analysis include the capital cost to install the system, energy cost, maintenance costs and the CO2 tax. By applying this theoretical “tax,” the University places a monetary value on environmental impact, which in turn increases the “savings” by undertaking the efficient design. To date, this concept has led Princeton to install a geothermal system at Lakeside Graduate Apartments, a decision that would not have been made without this shadow-pricing tool.
