OP-2: Outdoor Air Quality

Air Pollution Prevention - Prohibited Emissions- The policy is enacted to keep person at
SU from contaminating outdoor atmosphere that could harm, humans, plant or animal life,property, or which could interfere comfortable enjoyment of life or property

No person shall allow any air contamination source to emit air contaminants in
quantities which alone or in a combination with emissions from other air contamination
sources would contravene any applicable ambient air quality standard or cause
air pollution, unless specifically authorized and/or permitted to do so by NYS
Department of Environmental Conservation and the University’s Environmental Health and Safety Services Office.

Syracuse University operates under a federally enforceable Title V Air Emissions Operating permit issued by New York State Department of Environmental Conservation. The Title V Permit assimilates all applicable federal Clean Air Act requirements and state air pollution control requirements into one document (Operating Permit). The University’s Title V permit covers all applicable air emission sources and related operations occurring at the Syracuse University Steam Station and on the University’s Main Campus (the Title V facility).

Environmental Health and Safety Services coordinates the University’s compliance with state and federal air emission regulations. EHSS maintains an inventory of the University’s air emission sources, manages the University’s Title V permit and associated reporting and record keeping, and provides compliance guidance and assistance to the University community.

Every three years we also have to report on “exempt” emission sources

(Main Campus only since they are part of our Title V Permit). We not required to report emissions from “Trivial” emission sources (defined by NYS DEC). 2014 “exempt” source reporting on the emission statement.

To ensure that this Emission Source Inventory remains current and accurate, the Environmental Health and Safety Services Office (EHSS) must be notified prior to the installation of a new air emission source and/or prior to the modification, removal or relocation of an existing air emission source. Once notified, EHSS will update the University's Air Emission Source Inventory accordingly and will evaluate the emission source to identify applicable regulatory or permit requirements. Annually (Dec.-Jan) EHSS sends a list of main campus emission sources to departments who own/operate/maintain the emission source and ask them to review the list and modify if additions or changes in emissions source have occurred. We then provide NYS DEC with a list of all new/modified emission sources on Main Campus annually as part of our annual Title V
Permit compliance certification each January.
