A brief description of when and why the building energy consumption baseline was adopted (e.g. in sustainability plans and policies or in the context of other reporting obligations):

FY2015 was chosen for three reasons: First, prior to FY2015, the campus underwent drastic changes, including the construction of a new building that currently makes up about a quarter of square footage, and the sale of several other buildings. Second, it was the date for which the most reliable data existed. Third, a new position was created for a mechanical engineer to oversee the management of various sources of data.
