Yes

A brief description of the metering system:

The electricity is metered at each building and transmitted directly to the plant and displayed on a web site URL provided.
Steam is piped to each building through the utilidor network. The thermal energy is extracted form the steam and it turns back into liquid condensate. The liquid condensate is then pumped back to the power plant through the utilidor network. This is when we meter it, as it exits each building. So our steam meters are actually "steam condensate" meters. We then convert the units from gallons to pounds, factoring in the temperature of the condensate.

No natural gas is used within the buildings for energy.
