Does the institution meter all energy consumption (electricity, natural gas, purchased steam, etc.) for at least one building?:
Yes

A brief description of the metering system:

UC Irvine utilizes Schneider Electric’s PowerLogic™ ION Enterprise power management software to track real-time power quality and reliability, allowing staff to respond quickly to alarms to avoid critical situations. This allows Facilities Management staff to work closely with the UC Irvine research community to evaluate historical energy data to discover trends, waste, and potential targets for improvement. It also allows Facilities Management to more accurately allocate costs to buildings, departments, and even processes. In addition, MelRok© sub-metering is installed in three campus buildings to monitor lighting, plug, and building system usage at the panel level.

The percentage of building space with energy metering:
75
