Does the institution meter all energy consumption (electricity, natural gas, purchased steam, etc.) for at least one building?:
Yes

A brief description of the metering system:

UCLA has many buildings that have complete metering. One particular building, Public Affairs, not only has building-level metering but additional sub-metering to distinguish between HVAC energy usage, plug loads and lighting usage. Additional metering was installed as part of UCLA's first LEED for Existing Buildings submission. All main- and sub-meters are connected to the campus-wide building automation system and report their usage on a continual basis.
