The Toxics Use Reduction Institute (TURI) at the University of Massachusetts Lowell provides resources and tools to help make the Commonwealth a safer and more sustainable place to live and work. Established by the Massachusetts Toxics Use Reduction Act (TURA) of 1989, TURI collaborates with businesses, community organizations and government agencies to reduce the use of toxic chemicals, protect public health and the environment, and increase competitiveness of Massachusetts businesses.

TURI works closely with its partner agencies, the Massachusetts Office of Technical Assistance and the Massachusetts Department of Environmental Protection, to assist in policy development related to toxic chemicals. Key activities include managing the work of the TURA Science Advisory Board, working with the TURA Advisory Committee, and providing policy recommendations to the TURA Administrative Council. TURI develops detailed policy analyses for the designation of Higher and Lower Hazard Substances under the Massachusetts Toxics Use Reduction Act, among other activities. It is important to note that while TURI advances sustainability through policy development, TURI does not advocate for the passage of legislation.
