Does the institution have written policies and procedures to identify and engage external stakeholders (i.e. local residents) in land use planning, capital investment projects, and other institutional decisions that affect the community?:
No

A copy of the written policies and procedures:
---

The policies and procedures:

MU protocol is to regularly engage with the City of Columbia regarding the development of the campus as it pertains to planning, transportation, and on-going capital projects. Updates to the Campus Master Plan and these entities have participated and been provided the opportunity to provide feedback. The planning update includes long-range planning goals in regards to campus development and land use planning

In 2003, MU, Boone County and the city of Columbia applied for a joint permit for stormwater management under this new regulation. Through this collaborative effort, EHS, Boone County and the city optimize the use of resources on approaches such as public education projects.

In January 2016, EHS and City of Columbia hired the latest Assistant Fire Marshall for MU, Joel Pauley. While technically an employee of the City of Columbia, his salary is split by both entities and Pauley spends 50% of his time to provide services to campus. At U, part of Pauley’s duties include making sure the university is in compliance with fire code. MU has co-funded an assistant fire marshal since January 2001

Does the institution have formal participatory or shared governance bodies through which community members representing the interests of the following stakeholder groups can regularly participate in institutional governance?:
Yes or No
Local government and/or educational organizations Yes
Private sector organizations No
Civil society (e.g. NGOs, NPOs) No

A brief description of the bodies and mechanisms through which external stakeholders are engaged in institutional governance (including information about each stakeholder group selected above):

Hinkson Creek, which runs through the heart of Columbia, did not meet the standards for a warm water aquatic community, based on the numbers and diversity of invertebrates. Because no single pollutant was discovered for creating the problem, the concept of collaborative adaptive management (CAM) was adopted by the joint stakeholders of the
University of Missouri, City of Columbia and Boone County.

CAM is a science-driven, stakeholder-based process for decision-making that allows for a wide range of actions to be investigated, including reducing peak stormwater run-off and reducing the pollution in the run-off, which can contribute to better decisionmaking
over time, thus improving the water quality and biological community.
