Does the institution meter all energy consumption (electricity, natural gas, purchased steam, etc.) for at least one building?:
Yes

A brief description of the metering system:

Although the University has metering of consumption in many facilities, the Stinson-Remick Engineering facility, which includes a semiconductor processing and device fabrication clean room and which achieved LEED Gold certification has an expansive system of metering. This facility has a comprehensive PowerExpert metering system that is web accessible. Viewing access to this system is provided to visitors of the facility through large LCD monitors offering them a real-time view of the energy performance of this major facility. Access to the PowerExpert system is also provided to the facilities Energy Center where students and faculty study and engage with energy issues, thus allowing the entire facility and its energy profile to be a energy laboratory of sorts. The system monitors normal and emergency power systems and tracks even the contributions of energy from the facilities micro-turbine and solar array. Loads are metered such that lighting and mechanical loads can be discerned and loads down to the individual lab level can be measured.
