Does the institution have a surplus department or formal office supplies exchange program that facilitates reuse of materials?:
Yes

A brief description of the program:

The University of Ottawa recycles furniture, binders, and all other reusable material; these are re-distributed through two different programs: the Free Store, and the Furniture Recycling Program. The Office of Campus Sustainability owns a space which is opened three days a week where items such as clothing, books, kitchen items, etc. that have been donated (or collected during campus move-out) are then offered to the campus community.
The Office of Campus sustainability also runs a furniture re-use program for used furniture on campus. This surplus is the result of space optimization and moves on campus. The furniture is stored, inventoried, and offered to all campus staff to reuse rather than buy new items for their spaces. Once the furniture has been in the warehouse for over a year, we offer it to staff/students and community organisations to be used for their own personal needs. Nothing gets thrown out!
