The University of Utah uses the same boundaries for STARS and for ACUPPC reporting and greenhouse gas inventories for consistency. The University’s organizational boundaries were defined based on The Climate Registry’s General Reporting Protocol. The Protocol recommends that institutions choose between two possible approaches: operational or financial control (The Climate Registry, p.13). The University selected the financial control approach after determining that it best reflects the University’s arena of influence in the context of the President’s Climate Commitment. From a practical perspective, this means that the University boundaries include all wholly-owned buildings and land areas, but does not include leased facilities or grounds. Unconditioned spaces such as bus shelters and parking lots were generally excluded from campus built space area totals. According to the financial control approach, the Associated Regional and University Pathologists, Inc. (ARUP), the AirMed Service, and the University of Utah Research Foundation (UURF) are considered University entities and therefore included unless otherwise noted.
