A brief description of the program:

Western cannot be discriminatory in their procurement practices by giving preference to local businesses. Western builds into their RFP/RFQ specifications delivery and service requirements that could tend to favour local businesses or branch offices that are located near the University campus. Furthermore, Western needs to comply with the Broader Public Sector Accountability Act that does not allow them to give preference to local products and businesses.
