ÉTS doesn't have an open access policy. Although in 2012, we signed the «Déclaration de Berlin sur le Libre accès à la Connaissance», meaning that we want to support open access research. http://openaccess.inist.fr/?Declaration-de-Berlin-sur-le-Libre

The institution's library, in partnership with the research dean's office, set up in 2013 an author's fund to cover publication fees in an open access journal for faculty who resquested it. In 2017-2018, approximately $17 000 was spend on the publication of 10 articles in open access journals. For 2018-2019, the budget has been cut but we still considerate the applications received from faculty.

The institution's library set up two institutional repositories enabling free access on internet to scientific contributions from faculty, researchers or staff. It is mandatory (some exceptions apply) to upload thesis and dissertation, but optional for researchers publications.

A brief description of how the institution’s library(ies) support open access to research:
The institution's library mandatate itself to keep up to date with issues regarding open acces to research, initiatives that are taken elsewhere and those that could be implemented at ÉTS. We could work on developing an open access policy at ÉTS, if the administration wish so. At the moment, we developed proccesses to support faculty who are willing to make their work available in open access.

Two librarians are part of the working group «Comité des bibliothèques de l’Université du Québec sur le libre accès» whose objective is to pool efforts for the creation of open access promotion and support tools for that will be useful for all the institutions of Quebec University.

Technical tools for promoting open access research conducted at ÉTS have been in place for several years: the institutional repository ÉTS space – Publications and contributions to research allows researchers to desseminate their articles free of charge, with the support of library employees; the ÉTS Author's Fund allows professors to publish in an open access journal without worrying about cost.

The librarians, more specifically the librarian in charge of the open access, are promoting those tools with researchers (For example, outcreach campaing, departments visits, conversation one on one), and offer support for technical aspects in order to make the broadcast of open acces user friendly and natural for the researchers
