PA-3: Inclusive and Participatory Governance

The Board of Directors :
-Students : Article 3 of the letters patent adopted by decree 261-92 of the government of Quebec on February 26, 1992, and published in the Gazette officielle du Québec on March 18, 1992, dictate the composition of the board of directors. Here is the passage mentioning the necessary inclusion of a student on the ÉTS board of directors: « c) three (3) people nominated by the government under the recommendation of the minister of higher education and science, including two (2) professors from the university, appointed for three (3) years and designated by the university faculty, and one (1) student of the university, nominated for two (2) years and designated by students of the university ».

Here is the passage mentioning the necessary inclusion of an employee on the ÉTS board of directors: « d) two (2) people from the university, internal or external, or college environment, appointed for three (3) years by the government on the recommendation of the assembly of governors of the Université du Québec ».

The Studies Committee :
-Students : Article 5.2 of interne management law of ÉTS dictate the composition of the studies commission. Here is the passage mentioning that two (2) ÉTS students are members of the studies commission : « h) two (2) ÉTS students designated by the student association administration council, in accordant with the accreditation and funding of students’ associations law whose mandate is for one (1) year. »
-Academic staff : Article 5.2 of interne management law of ÉTS dictate the composition of the studies commission. Here is the passage mentioning that three (3) ÉTS professors are members of the studies commission : « e) three (3) professors nominated by the administration council for three years mandates. »

The Subcommittee on Sustainable Development (reporting to the Studies Committee):
-Students: Two students: The President of Tributerre - Student SD Committee (or his or her representative), the SD advisor from AEÉTS (or representative).
-Acedemic staff: 1 active SD professor (appointed by the EC), 1 active SD lecturer (appointed by the EC) and the Dean of Studies (or her representative), 2 professors, 1 lecturer, the Dean of Studies: see SCDD documents on its composition and mandate.
-Non-academic staff: The Secretary General (SG), as the person in charge of the Sustainable Development file, the Director of CIRODD (or his/her representative), the Director of Real Estate Asset Management (or his/her representative), the Director of Finance, for Procurement (or his/her representative), the Director of Communications (or his/her representative), the SD advisor of ÉTS, who acts as secretary.

Other participatory or shared governance bodies :
-Students : On an informal basis the president of the student association of ÉTS and the general manager of ÉTS organize several meetings during the year to discuss specific issues. Otherwise, the different students elected at the student association organize informal meetings with their president and the ÉTS managers that are involved in the same expertise field.
The Association, composed of an Executive Board headed by its President and various Vice Presidents, student representatives, officers, directors and chiefs, has the following main objectives.
-To express and defend the rights and interests of its members, particularly in educational, cultural, economic, political, social and university administration matters
-To act as an intermediary between its members and the School
-To organize social, cultural and sports activities that will benefit all its members and enhance the spirit of belonging to the Association
-To offer advantageous services to its members, notably through its companies
-To disseminate information to its members through its various media
-To ensure a constant presence for its members
-Academic staff : The professors have a union called the Association of the professors of ÉTS. The purpose of the Association is to protect and promote the professional interests of the ÉTS professors.

-Non-academic staff : The Union of ÉTS employees (SEÉTS). The purpose of SEÉTS is to protect and promote the professional, scientific, economic, social and cultural interests of its active and retired members and workers in general. It also ensures that its members and workers benefit from the advantages and strength of collective bargaining so that they can enjoy a better standard of living and better working conditions.

ÉTS systematically includes citizens from the surrounding communities in all the committees it creates regarding campus development. In addition, in Pavilion F, which is currently under construction, there will be a community room dedicated to the citizens and organizations of the surrounding neighbourhoods.

Additionally, ÉTS includes external stakeholders on its governing bodies and committees.

External stakeholders :

-CA: Letters Patent Article 3. e) seven (7) persons from the industrial sector, appointed for three (3) years by the government on the recommendation of the Minister, after consultation with the most representative groups of this sector.

-Commision des études : Article 5.2 of interne management law of ÉTS dictate the composition of the studies commission. Here is the passage mentioning that four (4) persons from the industry are appointed by the Board of Directors for three-year terms;

-Program Committee: Within the Master's program committees, for example, nine (9) of the eighteen (18) programs and concentrations for which program committees exist include one (1) or two (2) members from industry (external stakeholders).

In 2021, ÉTS created a selection committee with the mandate to appoint its two new parks. The following external representatives participated in the committee
