AC-11: Open Access to Research

uO Research is the University of Ottawa's digital archive for research and teaching materials created by the uOttawa community and its affiliated partners. It provides open and permanent access to uOttawa scholarship thereby ensuring its wide dissemination and increased visibility on the web. We invite all faculty, graduate students and researchers to contribute their scholarly works to uOttawa Research.

It includes, but is not limited to, theses, articles, working papers, preprints, technical reports, conference papers, research posters, teaching materials and data sets in various digital formats. uOttawa Research is organized around communities and sub-communities which generally correspond to administrative entities such as faculties, departments and research institutes. Each community has the flexibility to set policies on what they would like included in the uOttawa Research collections.

Research deposited in uOttawa Research receives a permanent URL that will never change or break. Documents in the repository can be linked to from a resume or personal webpage and students and researchers can easily link with confidence to the full text of work in the repository from their bibliographies. uOttawa Research content is also preserved for future scholars using the best techniques for data management and digital preservation.

uO Research is built through partnerships between the Library and uOttawa academic research communities to populate collections in the repository with scholarly content. The first partnership was between the Library, Faculty of Graduate and Postdoctoral Studies, and Computing and Communication Services to develop an E-thesis submission process.

Open Access Policy for the University of Ottawa Library

Recognizing that:

open access accelerates knowledge creation by increasing the visibility of research results,
publicly funded research should be available freely and openly,
awareness and advocacy in the university community are best achieved through example,
and in keeping with the broader open access movement, the University of Ottawa Library adopts this policy to ensure that our scholarship is widely disseminated, openly available, and accessible.

Policy Statement

Staff at the University of Ottawa Library will make the best possible effort to publish in open access venues that provide unrestricted public access to our works. At a minimum, we will secure the right to self-archive our published materials, and will deposit these works in an open access repository, with a preference for uO Research.

We grant the University of Ottawa the non-exclusive right to make our scholarly publications accessible through uO Research subject to copyright restrictions.

Guidelines

As of the date of its adoption, this policy applies to all academic and scholarly work produced by staff at the University of Ottawa Library such as, but not limited to:

Scholarly and professional articles
Books / book chapters
Presentations and posters given at professional conferences and meetings
Substantive pedagogical materials such as online tutorials
Datasets, whenever possible
Retrospective deposit is encouraged.

Co-authored works should be included with the permission of the other author(s).

Works shall be deposited in an appropriate open access repository. Recognizing that uO Research provides a venue to highlight the Library’s scholarly output, authors will deposit in uO Research, when appropriate.

Recognizing that some publishers may impose an embargo period, permitted versions of the article will be deposited at the time of publication with appropriate embargo period applied to the full text only. Whenever possible, publication venues that have a maximum 12-month embargo period should be sought.

To encourage clarity in conditions of reuse, a Creative Commons license of the author’s choosing should be applied to unpublished works.

This policy is effective as of November 3, 2016 and will be reviewed annually. Amended January 17, 2018.

The University of Ottawa Library offers financial support for open access:
through negotiated agreements that provide discounts on open access fees
through a direct financial support for open access publishing fees

through campus partnerships and external memberships that support infrastructure for different models of open access publishing.

Eligibility:
Faculty members, staff, current graduate students, postdoctoral fellows and adjunct professors affiliated with the University of Ottawa.

Researchers working for University of Ottawa Research Centres and Institutes and Affiliated Research Institutes.

To be eligible for funding support the uOttawa or affiliated researcher must be the corresponding author.
The Library will cover 50% of the open access publishing fee paid by the author for eligible articles.

Eligible articles must be peer-reviewed and submitted for publication in fully open access journals only. A fully open access journal must make all content freely available online immediately upon publication. Hybrid journals are not eligible for the Library shared support.

Researchers may be eligible for further publication funding support from the following programs. Note that eligibility, terms and conditions vary from the Library's programs. Researchers should verify the criteria of each and enquire with the funding program administrator for any questions regarding eligibility and terms.

International Publication Support Program

The International Publication Support Program (IPSP) provides support to offset the publication costs generated by research collaborations with international partners.

Faculty of Health Sciences
Open Access Publishing

The Faculty of Health Sciences will provide, on a competitive basis, financial assistance to support publications of quality academic manuscripts in open access journals. Faculty financial assistance is meant to cover only a portion of the cost of the open access publication.

The uOttawa Library offers a journal hosting service using Open Journal Systems (OJS) to increase access to journals produced by the uOttawa community and to encourage the creation of new ones.

The Library uses Open Journal Systems (OJS), an open source software platform developed by the Public Knowledge Project which is now in use by over 7,500 journals worldwide. OJS is designed to manage articles through author submission, peer review, editing and publication. This online submission and tracking workflow simplifies the administrative aspects of the journal editorial process, allowing designated users to view the status of their article at any given time.
