My institution purchases a number of food products that are Fair Trade certified. Does this qualify?

No, in order to qualify for the the Fair Trade Campus exemplary Practice credit, your institution be designated a Fair Trade College or University by Fairtrade International/FLO and its members (e.g., Fairtrade Canada) or Fair Trade Campaigns USA. Purchase of food products that are fair-trade certified earns points under OP 7: Food & Beverage Purchasing.
