A brief description of how the institution meets the criteria:
It is the goal of Towson University to afford Minority Business Enterprises (MBEs), certified by the Maryland Department of Transportation (MDOT), the opportunity to participate in all contracts. The university will attempt to achieve the result that a minimum of 25 percent of the total dollar value be made either directly or indirectly from Maryland certified MBEs. The MBE Program is administered in accordance with the Code of Maryland Regulation (COMAR) Title 21 State Procurement Regulations Subtitle 11 Socioeconomic Policies Chapter 03 Minority Business Enterprise Policies.
An Offeror may obtain MBE participation either directly as the prime or indirectly through subcontracting opportunities. In FY12 Towson University achieved 19.5% MBE participation and 25.52% in FY11. Barbara Hufnagel is the University’s MBE Liaison. Ms. Hufnagel manages the University's MBE program, including preparation and submission of all statutory reports to the General Assembly, Board of Public Works and other state agencies, working closely with the Governor’s Office of Minority Affairs and the MDOT MBE Certification Unit. Ms. Hufnagel is an active member of the MDOT MBE Advisory Board. This appointment affords the University first-hand involvement in the policies and procedures of the MDOT certification program, and has proven an excellent tool in identifying new MBE firms. MBE training sessions are held with campus departments to ensure broader and more effective outreach to MBE subcontractors. The Procurement staff are active in MBE outreach activities, including: 1) Campus outreach events to provide networking opportunities for MBE vendors with department personnel and prime contractors; 2) MBE outreach events sponsored by state, federal and local governments and other recognized organizations; and 3) Ongoing outreach programs with other USM-affiliated institutions.
