Has the institution conducted a GHG emissions inventory that includes all Scope 1 and 2 emissions? :
Yes

Does the institution’s GHG emissions inventory include all, some or none of its Scope 3 GHG emissions from the following categories?:
All, Some, or None
Business travel None
Commuting None
Purchased goods and services Some
Capital goods None
Waste generated in operations None
Fuel- and energy-related activities not included in Scope 1 or Scope 2 None
Other categories None

A copy of the most recent GHG emissions inventory:
A brief description of the methodology and/or tool used to complete the GHG emissions inventory, including how the institution accounted for each category of Scope 3 emissions reported above:

SFU's GHG emissions inventory is compiled through the BC Provincial government's inventory tool, SMARTTool. This tool converts energy, vehicle fuel, and paper order data to tonnes of GHG emissions equivalents. Data is collected and input into the tool by staff at SFU.

Has the GHG emissions inventory been validated internally by personnel who are independent of the GHG accounting and reporting process and/or verified by an independent, external third party?:
Yes

A brief description of the internal and/or external verification process:

SFU's internal GHG inventory management processes were verified and accepted by a third party (Deloitte) in 2014. Each calendar year, the GHG inventory is also certified by each GHG reporter through a system of cascading responsibility sign offs by the member of the team responsible for the data in that area. These forms are submitted as supporting documentation prior to the Self-Certification Sign off Checklist is signed by SFU's Chief Facilities Officer certifying the inventory is accurate.

Documentation to support the internal and/or external verification process:

Does the institution wish to pursue Part 2 and Part 3 of this credit? (reductions in Scope 1 and Scope 2 GHG emissions):
Yes

Gross Scope 1 and Scope 2 GHG emissions:
Performance Year Baseline Year
Gross Scope 1 GHG emissions from stationary combustion 13,308.39 Metric Tons of CO2 Equivalent 16,262 Metric Tons of CO2 Equivalent
Gross Scope 1 GHG emissions from other sources 231.20 Metric Tons of CO2 Equivalent 0 Metric Tons of CO2 Equivalent
Gross Scope 2 GHG emissions from purchased electricity 1,695.84 Metric Tons of CO2 Equivalent 2,672 Metric Tons of CO2 Equivalent
Gross Scope 2 GHG emissions from other sources 0 Metric Tons of CO2 Equivalent 0 Metric Tons of CO2 Equivalent
Total 15,235.43 Metric Tons of CO2 Equivalent 18,934 Metric Tons of CO2 Equivalent

Start and end dates of the performance year and baseline year (or three-year periods):
Start Date End Date
Performance Year Jan. 1, 2017 Dec. 31, 2017
Baseline Year Jan. 1, 2007 Dec. 31, 2007

A brief description of when and why the GHG emissions baseline was adopted (e.g. in sustainability plans and policies or in the context of other reporting obligations):

The year 2007 was set as the baseline year by the Province of British Columbia under Bill 44 and applied to all public sector organizations. SFU completed its first comprehensive greenhouse gas inventory for 2007 to establish its baseline data.

Figures needed to determine total carbon offsets:
Performance Year Baseline Year
Third-party verified carbon offsets purchased (exclude purchased RECs/GOs) 15,418 Metric Tons of CO2 Equivalent 0 Metric Tons of CO2 Equivalent
Institution-catalyzed carbon offsets generated 8 Metric Tons of CO2 Equivalent 9 Metric Tons of CO2 Equivalent
Carbon sequestration due to land that the institution manages specifically for sequestration 0 Metric Tons of CO2 Equivalent 0 Metric Tons of CO2 Equivalent
Carbon storage from on-site composting 0 Metric Tons of CO2 Equivalent 0 Metric Tons of CO2 Equivalent
Carbon offsets included above for which the emissions reductions have been sold or transferred by the institution 0 Metric Tons of CO2 Equivalent 0 Metric Tons of CO2 Equivalent
Net carbon offsets 15,426 Metric Tons of CO2 Equivalent 9 Metric Tons of CO2 Equivalent

A brief description of the offsets in each category reported above, including vendor, project source, verification program and contract timeframes (as applicable):

B.C.’s public sector organizations have taken a leadership role on carbon pricing since 2008. Today, public sector organizations like SFU pay $25 per tonne CO2e for carbon offsets, in addition to $35/tonne in carbon tax.

In 2017, as reported in the BC Provincial Government’s SMARTTool, SFU purchased 15,418 tonnes of carbon offsets at the price of $25 per tonne; this amounted to $385,450 of offsets plus GST.

Offsets paid by SFU are pooled into a larger fund that includes offsets paid by other BC Public Sector Organizations (PSOs). The Province's Climate Action Secretariat, through the Climate Investment Branch (CIB), is responsible for investing in and managing the Province’s portfolio of BC-based offsets on behalf of BC public sector organizations including SFU. To qualify to supply Offset Units, proposed projects must meet the requirements set out in the BC Greenhouse Gas Industrial Reporting and Control Act, the Greenhouse Gas Emission Control Regulation, and be selected by the Province in accordance with the process set out in the Request for Offset Units (RFOU).

For the 2017 reporting year, a grand total of 676,600 tonnes of CO2e was purchased and retired. For a full 2017 portfolio, including project name, vendor, sector, project type, please see: https://www2.gov.bc.ca/assets/gov/environment/climate-change/cng/yir/cng-summary-2017.pdf
