Does the institution meter all energy consumption (electricity, natural gas, purchased steam, etc.) for at least one building?:
Yes

A brief description of the metering system:

Apogee from Siemens Building Technologies allows the Energy Manager to track energy consumption, schedule HVAC systems according to building and even classroom occupancy. We set back temperatures during unoccupied hours and at nighttime. It is not used for lighting control. The majority of campus buildings are on the Siemens system- the remaining 10% will be eventually updated. Water, Oil, Electricity, and Natural gas are all recorded for budgeting and conservation purposes for the entire campus. The use of energy in specific buildings is mostly limited to electricity and in some cases natural gas. The Shapiro Science Center, a large user of energy as it is a lab buildings, is metered for all energy consumption- including water, steam, natural gas, and electricity.
