Does the institution limit free printing for students in all computer labs and libraries?:
Yes

A brief description of how printing is limited:

Students can print documents on many network printers on campus through the use of a commercial software program called PaperCut. Pages printed using PaperCut are counted in "units." One unit is equal to one cent, and different printers have different unit costs. PaperCut calculates the proper cost for the printer being used. Student technology fees fund a $5 per semester (or 500 units) print allowance for all students. If all credits are used, additional printing is charged on a per-page basis up to a certain limit. Some colleges add additional credits allowing users to have higher printing quotas.
